Who has to sign on an offer which we have put on a short sale property ?

I have seen a short sale property and I have put an offer and send them the papers through our realtor.
Who has to sign these papers to know if they accepted my offer ? SELLER or the BANKER(LENDER) who has the mortgage with the current seller ?
