Choosing a real estate agent to rent a property from?

Real estate agents charge tenants widely varying fees for rental properties.

Is it possible to find a cheap agent, then somehow ask that agent to contact the landlord/agent of a property (that they aren’t an agent for) to rent?

This would mean the agent with low fees would somehow need to contact the owner to let them know about a potential tenant. Usually it’s the other way around – owner contacts agent to find tenant.
