Does anyone know a loan company that offers secured loans when there is already a 2nd charge in place?

ie; Property bought with help of a grant (29 percent of total house price) from a key worker scheme for nurses, police etc. There is a fair bit of equity in the property but I’m still having trouble finding a lender that does this, although I am assured there are some out there. Been taken to the point of completion twice before being knocked back for this reason. Has anyone had success with this?
